FCC typo

One item in today's FCC Daily Digest read:

NICOLAS PAULA. Issued a monetary forfeiture in the amount of $17,000 to Nicolas Paula for failure to operate an unlicensed radio transmitter on 94.5 MHz in Bronx, New York, and for failure to permit a station inspection. I presume you cannot in fact be fined $17,000 for not operating a pirate radio station! (indeed, this item seems to suggest even pirates are at risk, unless they use 94.5MHz and a transmitter in the Bronx!(grin)!)
