Big Canadian stations gone -- for good

The 690 and 940 stations in Montreal have surrendered their licences for cancellation. See
the official announcement on the CRTC website...

Will this be a situation like on 1070 where the Canadian station has moved to FM but the U.S. AM broadcaster must still protect it as if it exists? Or does the revocation of these licenses mean that they won't be "notified" to the U.S.? And thus AM stations in the U.S. might file for facility upgrades that otherwise would have interfered with the now-silent Canadians on 690 and 940?

Yes, they must still be protected as if they exist. No, they are continuing to be "notified", and thus U.S. AM facilities that would have interfered with them cannot be authorized.
