This is authorized as a Class B station. Usually, only Class C stations (with a maximum power of 1,000 watts) are authorized on 1450KHz.
Indeed, FCC regulation 73.27 flat-out states that Class B stations are not permitted on 1450 in the Lower 48. However, they are allowed in Alaska and Hawaii. (and the territories)
Within the conterminous 48 states, the following frequencies are
designated as local channels, and are assigned for use by Class C
stations: 1230, 1240, 1340, 1400, 1450, and 1490 kHz
To my knowledge this is the only Class B authorized on a Class C channel.
